NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the St Charles Urban County.
REQUEST FOR RELEASE OF FUNDS
On or about May 14th the St Charles Urban County will submit a request to the U.S. Department of Housing and Urban Development for the release of Community Development Block Grant Funds for Coronavirus Funds (CDBG-CV) under Title 1 of the Housing and Community Development Act of 1974 (42 USC 5301 et. seq.), as amended, to undertake the project(s) for the total CV3 Grant Allocation of $ 1,060,488 for the purpose of Public Services to include Mental Health Assistance approx. $350,000 which includes psychiatry, outpatient therapy, and/or case management. Public Services for rent, mortgage, and utility assistance approx. $140,000 for up to six months to reduce foreclosures, evictions, utility shutoffs, and prevent dislocations. Public Services Case Management approx. $160,000 to support Coordinated Entry, and Small Business Assistance approx. $200,000 to cover business expenses.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the Department of Community Development, 200 N 2nd Street. Room 303, St Charles, MO 63301, Attn: Kathleen Thompson, (636) 949-3214, Kathleen.thompson@stcharlescitymo.gov. All comments received by May 22, 2021 will be considered by the St Charles Urban County prior to authorizing submission of a request for release of funds.
ENVIRONMENTAL CERTIFICATION
The St Charles Urban County certifies to the U.S. Department of Housing and Urban Development (HUD) that County Executive Steve Ehlmann in his capacity as the Certifying Official consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the St. Charles County to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of fund and the St Charles Urban County certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the St Charles County (b) the St Charles County has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to HUD at 1222 Spruce Street Room 3.207, St Louis, MO 63103. Potential objectors should contact HUD to verify the actual last day of the objection period.
